The Confederation of European Volleyball has formally notified all 55 European Federations including the Scottish Volleyball Association that Scotland will now have to activate Transfer Fees for any new player who is not from Scotland but whom intends to play in the SVA National League.
Because of the category of the Scottish Federation, only Division 1 teams are subject to this transfer fee. Any player registered with a Division 2 team shall not pay a transfer fee but must still apply for the transfer from the Federation of Origin.
Any club who plays a player from a lower team in their Division 1 side who has not completed the transfer fee will be subject to SVA sanctions and CEV sanctions. The SVA sanction will be the forfeiture of their match and a Level 4 sanction. The CEV fine will
be 30,000 Swiss Francs (£20,800). There will be no Same Day Registrations for any player whose Federation of origin is not Scotland.

Margaret Ann Fleming, CEO of the SVA commented ‘we are extremely disappointed that FIVB and CEV have taken such a strong stance by enforcing this ruling on such small and developing volleyball countries. The SVA as members of the International Volleyball organisations FIVB & CEV must comply with the terms and conditions imposed. As CEO and a life long supporter of our sport I will do everything in my capability to fight this ruling along with fellow European Federations but I also ask for your clubs understanding and compliance with this rule. I can say that the SVA are currently doing all that we can to ensure that we abide by this transfer ruling and at the same time support our clubs with as much professional advice and guidance as possible.”
